Let's compare a couple examples.
1. I used to surf when I was in high school.
2. I was scared of the big waves at first, but now
I am used to them.
In example 1, the absence of any form of BE indicates that used to is telling us about a habit in the past. The speaker does not surf anymore.
In example 2, the presence of BE indicates that the speaker is comfortable with a certain situation or activity.
Let's look at some examples of both used to and be used to below.
The negative forms for the sentences above are:
1. I didn't use to surf when I was in high school.
(No double past!)
2. I am not used to hearing grandma say crazy things.
A special note: The modal would can be used
in a very similar way to how we use used to to talk of the past.
Look at the following examples.
1. I used to go to the beach often when I lived in Santa Monica.
2. I would go to the beach often when I lived in Santa Monica.
